SUS AND LOW POPULAR PARTICIPATION: THE POINT OF VIEW OF MANAGEMENT, HEALTH WORKERS AND COUNSELORS OF THE MUNICIPAL HEALTH COUNCIL OF DOMINGOS MARTINS

RESUMO
O fortalecimento do Controle Social é imprescindível para a legitimação e consolidação do Sistema Único de Saúde do Brasil. Trata-se de uma pesquisa quali-quantitativa que pretende ao mesmo tempo analisar o conhecimento dos conselheiros sobre seu fazer no Conselho e identificar as iniciativas da gestão para o fortalecimento do Controle Social à luz das garantias existentes na Constituição Federal do Brasil, nas Leis e diretrizes que regulamentam o Sistema Único de Saúde (SUS) e Pacto pela Saúde -2006. Objetiva-se conhecer a opinião do gestor, trabalhadores e conselheiros do Conselho Municipal de Saúde do município de Domingos Martins através da análise dos motivos considerados pelos entrevistados para a baixa participação popular observada nos espaços decisórios das políticas locais de saúde.

ABSTRACT
The strengthening of Social Control is essential for the legitimization and consolidation of the Brasilian Unified Health System. It is a qualitative and quantitative research that aims to simultaneously analyze the knowledge of the directors on their activities in the Health Council and identify initiatives of the management to strengthen of Social Control in the light of existing guarantees in the Brazil Federal Constitution, laws and guidelines that regulate the Unified Health System (SUS) and Health Pact-2006.
