The major part of world population is integrated to the capitalism economic system, either by macroeconomic mechanisms, local or global monetary politics or by international agreements, dedicated to integrate commerce, technology and environmental issues. Great part of this population lives in cities.
There are 180 cities with more than a million inhabitants. There will be 550 around the year of 2015, counting with an increment of more than one million residents a day. The global economy is modeling the organization and development of cities. Mega cities all around the world maintain a network of relevance
-communication and information- oriented to business but not related to the territory, as stimulating global investments. What can be reviewed in public strategies?
This paper characterizes the evolution of the concept of sustainability in the international agenda and also in the Brazilian one. How the sustainable development has been taken by urban planning and its political-administrative practices. It has been briefly taken three relevant experiences in urban planning in
Brazil. Four alternatives are being proposed to manage cities infra-structure treated here as the building environment. The study is based in a research of the current bibliography, reports, agreement papers and group discussions at the Brazilian Federal University, Engineering Post-Graduation Program, Energy
