RESUMO
No início do século XX, a reforma urbanística do prefeito Pereira Passos começou a arquitetar o estereótipo de Cidade Maravilhosa, ao mesmo tempo em que contribuiu com forças segregadoras de forma a aumentar a ocupação desordenada de áreas de risco. Diante disso, o presente artigo problematiza a discussão que se estabelece em torno da construção da
Capital para o capital. A partir de então, enfatizamos as visões urbanísticas de seu expoente máximo e os consequentes contrastes urbanos construídos por ele no Rio de Janeiro. Por fim, fazemos uma análise crítica sobre o Mito da Beleza da então capital federal, em razão de que com a política excludente de Passos tivemos a construção de uma Cidade Partida: de um lado a Cidade Maravilhosa e do outro o Rio onde o sol não brilha.

ABSTRACT
In the beggining of the XX century, the urban reform of the Mayor Pereira Passos started to architect the steriotype of the Wonderful City, at the same time it contributed with secretory strengh, rising the desorganized occupation of the risk areas. So, the present article problematize the discussion that is set around the building of the Capital of the capital. Then, we enphatize the urbanistics view of the maximum exponent and the following urban constrasts build by him in the Rio de Janeiro. Finally, we make a critical analysis about the beauty myth of the then federal capital, in reason of that with the exclusionary policy of
Passos, we had to build a divided city,
