O texto faz um panorama sobre a presença e atuação da diplomacia na política internacional, relevando principalmente sua participação na política externa dos estados e nos desdobramentos desse instrumento. Os autores iniciam o texto justificando a falta de estudos com relação à diplomacia, por isso há uma dificuldade de conceituar esse termo. Diplomacia é visto, por muitos atores como política externa, sem distinção. Isso ocorre, pois PE é um elemento multifocal, multifatorial com a dinamização de vários atores, o mesmo que a diplomacia classificando-a como “monstruosamente imprecisa”. Dentre as diferentes perspectivas, é comum observar esta como um mero instrumento da PE. O que o texto faz é uma análise sobre as implicações deste elemento e sua transformação ao longo do tempo.
