Abstract The use of simulation models is becoming recurrent in cases of horizontal concentration in NorthAmerican and European jurisdictions. By providing forecasts of the future behavior of the market resulting from the merger under evaluation, it is a powerful tool which uses economic theory for horizontal mergers analysis. This provides economic evidence that can be considered into a judgment concerning possible anticompetitive impacts from mergers and acquisitions. The Nestlé-Garoto case was the first one in Brazil in which market simulation was systematically used both in the analysis and as a decision criterion. This paper presents the theoretical aspects of simulations of anticompetitive effects of mergers and analyzes its use in the Nestlé-Garoto case, which generated important insights and lessons for the brazilian antitrust system.
