Abstract: The Fundamental Social Rights assured by the constitution to all citizens and the abysm that separates them from the reality of millions of Brazilians make up the scenery from which stems the urging need of positive actions by the State. Public policies are based on the results of this need, in search of full citizenship and thus, taking advantage of the fundamental objectives defined in the Federal Constitution of 1988. Surpassing the merely vision of assistencialism, a few social programs, such as the Bolsa Família (Family Grant), have been seen as a great ally in fighting the historical social inequalities that are a characteristic of the nation.
