Resumo: A despeito do conflito étnico ocorrido em Ruanda, discorrendo sobre as origens da desordem, advinda durante o período colonial, em que os belgas se aliaram aos tutsi, desencadeando um descontentamento por parte dos hutus, até os impasses que impediram a comunidade internacional de intervir no genocídio em 1994. O objetivo da pesquisa é avaliar a inação global perante o genocídio que veio a desencadear em média um milhão de mortes e dois milhões de refugiados em cem dias de conflito. O presente trabalho ainda busca mostrar como se deu a intervenção humanitária em Ruanda durante o conflito.

Abstract : About the ethnic conflict occurred in Rwanda, discussing the origins of the disorder, originated during the colonial period, in which the Belgians allied to tutsi, generating a discontent on the part of the hutus, until the impasses that impeded the international community to interfere in the genocide in 1994. The goal of the research is to assess the global inaction before the genocide that came to unleash on average a million deaths and two million refugees in 100 days of conflict. The present work search still show as a humanitarian intervention in Rwanda during the conflict.
