POLÍTICA NACIONAL DE IMIGRAÇÃO E A REALIDADE HAITIANA: CONCESSÃO DE VISTO HUMANITÁRIO PELO BRASIL

RESUMO: O Estado brasileiro, no exercício de sua soberania, permitiu ao longo de sua história a imigração de trabalhadores para povoamento e ocupação de suas terras. Ao longo do tempo, novos fluxos migratórios se desenharam no cenário brasileiro. A participação do Brasil no contexto mundial e sua ascendência econômica motivou o ingresso de estrangeiros em seu território na atualidade. O terremoto que devastou Porto Príncipe, no Haiti, seriviu de ânimo para a população haitiana a buscar novos alentos. O Estado brasileiro tem agora este novo desenho social, com o acrescente aumento de imigrantes haitianos que aqui ingressam. Para dar início à uma solução para o caos que se formou nas cidades fronteiriças dos Estado do Acre e do Amazonas, o Brasil editou a Resolução Normativa nº 97, de 12 de janeiro de 2012, concedendo visto especial, de caráter humanitário, ao estrangeiro originário do Estado do Haiti. As indagações surgem em decorrência desta resolução e são analisadas segunda a óptica da dignidade da pessoa humana.

Abstract: The Brazilian State, in exercise of its sovereignty, allowed throughout its history the immigration of workers to settlement and occupation of their lands . Over time, new migration flows were designed in the Brazilian scenario. Brazil's participation in the global context and its economic ascendancy motivated the entry of foreigners in its territory today. The earthquake that devastated Port au Prince, Haiti , worked for the Haitian people to seek new breaths. The Brazilian State now has this new social design, to add increase of Haitian immigrants who enter here . To start a solution to the chaos that was formed in the border cities of Acre and Amazonas, Brazil issued Normative Resolution No. 97 of January 12, 2012, granting special visa, humanitarian, originating abroad of the Haitian State.
