A “nova qualidade da CPTM” e os potenciais fatores limitantes
The “cptm’S new quality” and the potential limiting factors

RESUMO

Este trabalho discute a “qualidade de metrô” e seus fatores limitantes. Os parâmetros qualitativos emergiram do discurso político e despertam nos usuários expectativas. As diferenças qualitativas entre os serviços de trens e metrôs são percebidas pelos usuários e confirmadas pelo Poder Público. O objetivo é demonstrar as dificuldades da CPTM ao almejar esta qualidade, seja pelo partilhamento de vias férreas com as cargas, seja pela vontade política para intervenções ou ainda pelos tombamentos de estações. Foi realizado o levantamento bibliográfico sobre transportes, foram utilizados periódicos sobre a “qualidade de metrô” e os avanços e dificuldades para ser implantada, além da realização de entrevistas abertas com membros do núcleo estratégico da CPTM e da STM/SP. Assim, denominamos “nova qualidade da CPTM”, pois oferece serviços equiparados qualitativamente aos do metrô e mantém ativas aquelas qualidades específicas do trem metropolitano.

ABSTRACT

This paper discusses the "subway’s quality" and its limiting factors. The qualitative parameters of the political discourse emerged and have awaken the expectations of the users. The qualitative differences between the services of trains and subways are perceived by users and confirmed by the Government. The objective is to demonstrate the difficulties of CPTM when they aim to reach this quality, ether by sharing the loads with the railways, or by the political will of interventions or by the overturning of stations. It was conducted a literature review on transportation; journals related to “subways´ quality”, as well as its advances and difficulties to be implanted were used on this process. Besides, the conduction of interviews with core strategic members of the CPTM and the
