A IMPORTÂNCIA DO PREGÃO ELETRÔNICO PARA ADMINISTRAÇÃO PÚBLICA

RESUMO

O presente estudo pretende analisar a modalidade de licitação pregão eletrônico, que foi instituído pela Lei Federal n.º
10.520, de 17 de julho de 2002, para aquisição de bens e serviços comuns. O pregão eletrônico é considerado como a sexta modalidade, além daquelas previstas na Lei Federal n.º 8.666, de 21 de junho de 1993, a concorrência, a tomada de preços, o convite, o concurso e o leilão. A metodologia de pesquisa realizada foi bibliográfica, com base no estudo exploratório e análise qualitativa. Este trabalho aborda os conceitos, agilidade nos processos licitatórios, desburocratização dos procedimentos, inovações trazidas por meio da inversão de fases, as vantagens e desvantagens para a Administração Pública com a utilização do pregão.

ABSTRACT:
The present study aims to analyse the form of bidding "electronic trading", that was established by the Federal Law number 10.520 of July 17, 2002, for the purchase of common goods and services. The eletronic trading is considered as the sixth form, beyond those prescribed by Federal Law Number 8666, of June 21, 1993, the competitive bidding, the submission of prices, the invitation, the contest and the auction. The survey methodology used was bibliographic, based on exploratory and qualitative analysis. This study discusses the concepts, the agility in bidding processes, reducing bureaucracy procedures, the inovation brought by the phases inversion, as presenting the advantages and disadvantages for the public administration with the use of "electronic trading".
