A CRISE DE LEGITIMIDADE NO LEGISLATIVO FEDERAL*
THE CRISIS OF LEGITIMACY IN THE FEDERAL LEGISLATURE

RESUMO
Este artigo analisa a Democracia Brasileira dentro do modelo estabelecido na
Constitucional Federal. O modelo de Democracia resulta das escolhas do Poder
Constituinte originário segundo a realidade de cada Estado. São apresentados os fatos mais relevantes para a escolha da democracia representativa, bem como os problemas decorrentes, em especial, a perda de representatividade. A Democracia representativa é sucintamente apresentada, dentre as opções possíveis e a adotada no país. São apontadas as causas da crise de legitimidade no legislativo federal e possível alteração constitucional para a criação de novos institutos como o recall. Conclui-se que a superação de crises deve ocorrer dentro do próprio sistema, por meio de alterações constitucionais que aproximem o representado do representante.

ABSTRACT
This article analyzes the Brazilian Democracy within the guidelines of the Federal
Constitution. The model of democracy results of the choices of the constituent power originating in the reality of each State. We present the facts most relevant to the choice of representative democracy and the problems arising, in particular the loss of representativeness. Representative democracy is briefly presented, among the possible options and adopted in the country. The authors identify the causes of the crisis of legitimacy in the federal legislature and possible constitutional amendment for the creation of new institutions such as the recall. It is concluded that overcoming the crisis should occur within the system itself, through constitutional amendments that will bring the principal's representative.
