Este texto busca uma aproximação conceitual sobre o sistema de proteção social construído nas últimas décadas do século XIX e início do século XX e que atribuiu, paulatinamente, ao Estado uma função interventiva e regulatória na área do Bem-estar Social. Embora levando-se em conta que diferenças culturais, históricas, políticas e econômicas imprimem distintos padrões aos mecanismos de atenção social em cada país, aspectos comuns podem ser identificados e estruturam explicações sobre o papel e a dinâmica do padrão dominante de proteção ao bem-estar nos países industriais avançados. Tem ainda o objetivo de explicar como o poder de mobilização política contribuiu na constituição do Welfare State a partir da referência teórica de Esping-Andersen, que enfatiza a interferência significativa dos mecanismos políticos e institucionais de representação para a construção de consensos na condução dos objetivos de bem-estar, emprego e crescimento
(ESPING-ANDERSEN, 1995).

T his paper seeks a conceptual approach on the system of social protection built in the last decades of the
19th and beginning of the 20th century which gradually assigned to the State the role of intervening and regulating the
Welfare State. Though taking into account that cultural, historical, political and economic differences imprint distinct patterns on the mechanisms of social attention in each particular country, common aspects can be identified which can help structure explanations for the role and the dynamics of the dominant pattern of Welfare protection found in developed countries. This text also has the purpose of explaining how the power of political mobilisation contributed to the formation of the Welfare State through the theoretical reference of EspingAndersen which
