LIVRO I
O primeiro capítulo abre com a famosa frase: "O homem nasceu livre, e ele está em toda parte nas cadeias." These "chains" are the constraints placed on the freedom of citizens in modern states. Estas "correntes" são as restrições impostas à liberdade dos cidadãos nos Estados modernos. The stated aim of this book is to determine whether there can be legitimate political authority--whether a state can exist that upholds, rather than constrains, liberty. O objetivo declarado do livro é determinar se pode haver uma autoridade política legítima - se um Estado pode existir que defende a liberdade, ao invés de constrangimentos.
Rousseau rejects the idea that legitimate political authority is found in nature. Rousseau rejeita a idéia de que a autoridade política legítima é encontrada na natureza. The only natural form of authority is the authority a father has over a child, which exists only for the preservation of the child. A única forma natural de autoridade é a autoridade que um pai tem sobre a criança, que só existe para a preservação da criança. Political thinkers--particularly Grotius and ##Hobbes##--have asserted that the relationship between ruler and subject is similar to that between father and child: the ruler cares for his subjects and so has unlimited rights over them. Pensadores políticos afirmaram que a relação entre governante e sujeito é semelhante à que existe entre pai e filho: o governador cuida de seus súditos e por isso tem o direito ilimitado sobre eles. This kind of reasoning assumes the natural superiority of rulers over the ruled.
