RESUMO: Este artigo avalia o Plano Nacional de Educação ( PNE) em vigor, a lógica política de sua tramitação e sua aprovação pelo
Congresso Nacional, ressaltando as concepções de educação e de
Estado em disputa, os seus limites estruturais e conjunturais como política pública, bem como os contornos assumidos no enfrentamento das questões da educação básica e superior. Apresenta, ainda, reflexões e indicações sobre a temática, e enfatiza a necessidade histórica da proposição e construção coletiva do novo
PNE ( 2011-2020), a fim de que se constitua uma efetiva política de Estado para a educação.
