RESUMO

Este artigo tem por objetivo analisar como o contexto internacional influenciou o estabelecimento da Missão das Nações Unidas para a Estabilização no Haiti em relação à doutrina da responsabilidade de proteger. Para tanto, reflete-se sobre a doutrina, para entender o contexto histórico, no qual a ONU decidiu intervir no Haiti, após a renúncia de seu presidente e início de insurgência armada, até a sua positivação no Direito Internacional por meio do Documento Final da Cúpula Mundial de 2005. Após, passa-se à análise da perspectiva haitiana, do mandato da missão e os impactos na região sul americana. Por fim, são feitas breves reflexões sobre os efeitos da intervenção internacional e projeções para o fim do mandato em 2016.

ABSTRACT

This article aims to analyze how the international context influenced the establishment of the United Nations Stabilization Mission in Haiti in relation to the doctrine of responsibility to protect. Therefore, it reflects about the doctrine, aiming to understand the historical context, in which the UN decided to intervene in Haiti, after the resignation of its president and the beginning of armed insurgency, until its legal establishment through the Final Document of the 2005 World Summit. Later, it’s passes to the analysis of the Haitian perspective, the mission statement and the impacts in South American region. In the end, it’s done brief reflections on the effects of international intervention and projections for the operation’s term in 2016.
