A Posição do Planejamento Participativo entre as Ferramentas de Intervenção na Realidade

Resumo
Este artigo posiciona o Planejamento Participativo como uma escola diferenciada dentro das possíveis alternativas na área do planejamento. Depois de enumerar situações onde o planejamento mostra-se necessário e analisar diferentes perspectivas do campo, tais como a Gestão da Qualidade Total e o Planejamento Estratégico, o artigo trata de mostrar os pressupostos e as estratégias de ação do Planejamento Participativo. Participação para esta perspectiva inclui distribuição do poder e a possibilidade de decidir na construção não apenas do “como” ou do “com que” fazer, mas também do “o que” e do “para que” fazer. A visão do Planejamento Participativo avança para questões amplas e complexas, combatendo a noção de neutralidade, e buscando como se pode contribuir para interferir na realidade social, para transformá-la e para construí-la numa direção estabelecida em conjunto por todos os que participam da instituição, grupo ou movimento.

Abstract
This article positions the Participatory Planning as a differentiated school among the possible alternatives in the area of planning. After enumerating situations in which planning becomes necessary and analyzing different perspectives in the field, as the Total Quality Management or Strategic Planning, the article shows the underpinnings and the strategies of action of the Participatory Planning. In this perspective, participation includes the distribution of power and the possibility of deliberating not only on the construction of the “how” or “with what”, but also of the “what” and “for whom”. The approach of the Participatory Planning goes further into more complex and ample questions, fighting the notion of neutrality and searching for ways of interfering in the social reality in
