VELHOS E NOVOS ATORES: AS RELAÇÕES INTERNACIONAIS
DE VESTFÁLIA AO SÉCULO XXI

Resumo: A sociedade internacional moderna teve seu marco na Paz de Vestfália, que representou a secularização da esfera política com o afastamento do Papa e o reconhecimento do papel dos Estados. A partir de Vestfália, as relações internacionais eram baseadas no sistema de Estados, que eram os únicos atores da sociedade internacional. Este modelo permaneceu quase que intacto até o século XX, quando profundas alterações ocorreram nas relações internacionais: o aprofundamento das relações de interdependência, o fenômeno da globalização e o surgimento dos novos atores internacionais. As organizações internacionais, organizações não-governamentais e empresas multinacionais são alguns dos atores que passaram a dividir o cenário internacional com os Estados. Entretanto, observa-se que apesar de um pluralismo de atores, o Estado continua sendo o protagonista das relações internacionais.

Abstract: The modern international society had its march in the Peace of Westphalia, which represented the secularization of politics with the expulsion of the Pope and recognition of the role of the states. From
Westphalia, international relations have been based on the system of states, which were the only actors of the international society. This model remained almost intact until the twentieth century, when profound changes occurred in international relations: the deepening of the relations of interdependence, the phenomenon of globalization and the emergence of new international actors. The international organizations, non-governmental organizations and multinational companies are some of the actors that came to divide the international scene with the states. However, it is observed that although a plurality of actors, the State remains the protagonist of international relations.
