Resumo: Análise preliminar da pesquisa execução orçamentária do Maranhão de 1988 a 2009, nas despesas de educação e cultura e saúde e saneamento, relacionados com as despesas com juros e amortização da dívida pública do maranhão. Nesta direção, investiga-se também a evolução da receita total do Estado em relação às receitas vindas da arrecadação de impostos e das derivadas das transferências da União. Devido ao grande comprometimento das receitas com o pagamento de juros investigou-se também o processo de endividamento externo a partir de 1972. O texto se encerra com uma sintética reflexão bibliográfica sobre a relação entre a crise capitalista, a expansão do capital inativo nos países centrais e suas consequencias no endividamento e os rumos das políticas públicas deste Estado.

Abstract: Analysis of the data collected during the research on the budget execution of the State of
Maranhão from 1988 to 2009 comparing the expenses for education, culture, health and sanitation with the expenses for interests and public debt amortization. Moreover, it surveys the evolution of the total state revenue in relation to the income generated by the exaction of taxes and the transferences from the
Federation. Due to the strong relations between revenue and the payment of interests, the evolution of external indebtedness since 1972 was also examined. The article provides a synthetic literature review on the relations among capitalistic crisis, inactive capital expansion in developed countries and their consequences on indebtedness and the direction of public policies in that State.
